Ok, I'm just gonna do a quick text tutorial because I have less time than I thought tonight.
[list:3cmlemoa]1. create a new document and make it the size that you want the image to be

Lower left Text
[list:3cmlemoa]2. Create a new layer (layer 1)
3. Select layer one and use the paint bucket tool to fill in the layer with a dark color
4. Use the type tool to place your text on top of layer 1

Border+image
[list:3cmlemoa]5. Create a new layer (layer 2)
6. Using the pen tool, create the shape of the frame that you want around your image (there are other, more advanced ways to create that shape, but this will be the easiest for a beginner. look up pen tool tutorials if you need help)
7. layer 2 should now be called shape 1 because you made it into a shape layer with the pen tool
8. select shape 1 layer in the layers panel and right click it. Then select "blending options"
9. go down to stroke tab and select it. From here you can select the color and size of the stroke (similar to a border)
10. now this might get confusing but bring in your photo that you want the border around and put it in the document.
11. make sure the new photo is right above shape 1 layer in the layers panel and then put your cursor on the black line right in between shape 1 layer and your new photo layer.
12. hold the alt button and you should see the cursor look like two overlapping circles.
13. click in between the layers when you see the overlapping circles. (this is called a clipping mask)
14. now you can select your photo layer and move it where ever you want and it will always stay like its looking through the window of your border as long as the clipping mask is still in place.[/list:u:3cmlemoa]

There are actually a lot of different ways to get the result that you want, but I tried to choose the quickest and easiest ways to do so. It may take some time since you are just starting photoshop, but the more practice you get the easier it will become! Best of luck!
